Deputy Vice Chancellor, Finance Planning and Development (DVCFPD). Directors of departments under the two DVC offices also signed their PCs with him on Monday November 5, 2019.

Deputy Vice Chancellor, Finance Planning and Development (DVCFPD). Directors of departments under the two DVC offices also signed their PCs with him on Monday November 5, 2019.
During the signing, Council Chair Prof. Julia Ojiambo noted that the latest performance contract for 2019/2020 was negotiated and vetted on September 11, 2019, “In line with the 16th cycle performance contracting guidelines, the University performance contract has been negotiated in a manner that it; resonates with the public expectations, demonstrates progressive achievement of the Medium Term Plan III targets, Sector Performance Standards (SPS), Sustainable Development Goals (SDGs), Strategic Plan, and other national development priorities Benchmarks with international best practices and fully aligned to the University budget.”
The University, therefore, is in the process of cascading the Performance Contract to various levels, this also being part of the efforts to institutionalise performance contracting. The process undertaken involves the following: Negotiating and signing the University performance contract with the Cabinet Secretary, Ministry of Education (MoE); Cascading the performance contract and signing with the Vice-Chancellor; Cascading the performance contract to be signed between the Vice-Chancellor and the Deputy Vice Chancellors and College Principals; and Cascading the performance contract to be signed between the College Principals and Deans/Directors and the respective Chairmen of departments (This Shall took place on Tuesday, November 5, 2019 at the CCU; and Cascading the performance contract to be signed between the Vice-Chancellor and the Central Heads of Departments.
On his part, the ag. Vice Chancellor, Prof. Isaac Mbeche underscored the expectation of the Management that the Units had matured over time in managing the performance contracting process to a point where it was institutionalized. He also noted that the Government has put emphasis on indicators picked from the Medium Term Plan III (MTP III) of Kenya’s Vision 2030, while also focusing more on outcomes and not processes.
The concern of the Government was that institutions would ensure that performance targets progressively approach and/or exceed the level set out in Medium Term Plan III in order to achieve the development goals of the country. Further, for the Universities, greater attention has been focused on performance indicators geared towards delivering on the Science, Technology and Innovation (STI) Sector. Targets for such indicators, relating to production of the required human resource have been cascaded to the colleges.
